The University Machine: Cybernetics, Power and the Reproduction of Academia

Academia is remarkably good at criticising power. It is considerably less enthusiastic about examining the machinery that gives it power.

The problem with the contemporary university is not that it has become political. Universities have always existed inside politics, patronage, hierarchy and struggles over legitimate knowledge. The deeper problem is that universities increasingly reproduce these structures while presenting themselves as institutions capable of standing outside them. Academic prestige, publication, grants, appointments, partnerships, rankings and institutional reputation form a recursive economy in which recognition produces the conditions for further recognition. Research consequently takes place inside a system that continuously selects what can be funded, published, measured, defended and sold as impact. This is not simply an accusation made from outside academia. Research on the managerial and commercial university has documented how auditability, research assessment, commercialisation and managerial control can constrain academic freedom and intellectual diversity (Harley & Lee, 1997; Taylor & Braddock, 2006; Lynch & Ivancheva, 2015; Bottausci et al., 2026). The institution supposedly organised around independent inquiry has increasingly become extraordinarily good at measuring, administering and reproducing itself.

The ANU School of Cybernetics is an unusually interesting case because cybernetics should provide precisely the intellectual machinery required to recognise this problem. The School describes cybernetics as a transdisciplinary approach to the “components, connections, and dynamics of complex systems” and says its mission is to navigate major societal transformations through capability building, policy development and responsible approaches to new systems. Its research program explicitly places humans, technology and environment inside the same loop. These are entirely defensible ambitions. But cybernetics becomes intellectually redundant if “systems thinking” simply means assembling perspectives around technology while leaving the organisation of power itself substantially uninterrogated. Wiener, Ashby, Bateson, Beer and second-order cybernetics gave us considerably more dangerous intellectual machinery than stakeholder workshops and responsible-innovation vocabulary. Cybernetics asks who steers, what regulates what, which distinctions organise observation, how feedback is structured, where constraints operate and, crucially, how a system reproduces the conditions of its own existence. Applied consistently, those questions eventually turn back upon the university, its funders, its corporate partners and the cyberneticians themselves.

This is where questions of gender, indigeneity and cultural difference require considerably more seriousness, not less. The School explicitly promotes gender diversity and Indigenous participation, and describes Indigenous Australians as Australia’s “first cyberneticists.” Historical exclusion is real; unequal participation matters; Indigenous knowledge deserves serious intellectual engagement rather than decorative acknowledgement. But representation and power are not synonyms. A system can substantially alter the identities of the people occupying privileged positions without altering the relations that make those positions privileged. If the analytical endpoint becomes getting different people into the existing seats, the hierarchy has survived perfectly well. The cybernetic question is harder: why are there seats from which disproportionate control can be exercised at all? How are those asymmetries reproduced? What feedback stabilises them? Which institutional dependencies make them persistent? Changing the occupants can correct an injustice. It does not by itself explain, redistribute or dissolve the architecture of power.

And here the School encounters a contradiction considerably larger than itself. ANU has described the School as developing cybernetic capability not only in academia and government but in the private sector, and the School currently advertises projects and programs involving organisations including Microsoft as well as government and cultural institutions. Collaboration is not intrinsically corruption; refusing all institutional engagement would make applied cybernetics rather pointless. The problem arises when the boundaries of acceptable inquiry begin to coincide with the requirements of institutions capable of funding, employing, credentialling or legitimating the people conducting it. Universities then become extraordinarily sophisticated producers of criticism that rarely threatens the organisational machinery upon which their own reproduction depends. Commercialisation scholarship has been warning about precisely this tension for decades: dependence, managerial measurement and market conceptions of knowledge can constrain scholarly autonomy even without anyone explicitly ordering an academic what to think. Power works particularly efficiently when obedience no longer needs to be requested because the environment has already selected what kinds of careers, projects and questions remain viable.

The result across academia is a peculiar theatre of expertise. From outside the institution, universities still carry the expectation that somewhere behind the walls people are doing the difficult intellectual groundwork: pursuing uncomfortable questions, testing assumptions and extending knowledge wherever inquiry leads. Some of them are. A great deal of valuable research, information and expertise continues to emerge from universities. The problem is the selection environment through which intellectual work must survive. Disciplines, journals, methodologies, citation networks, grant categories and professional communities become territories within which authority can be accumulated, while funding, publication, employment and institutional recognition continually reward work legible to the structures already distributing those things. Harley and Lee showed long ago how research assessment and privileged journal hierarchies could reinforce disciplinary orthodoxy; more recent work describes management systems that privilege what can readily be audited over the diversity and skill of academic practice. Creative thought is not necessarily prohibited. Something more efficient happens: ideas outside established intellectual, methodological or institutional pathways encounter progressively fewer opportunities to acquire the resources, credentials and recognition required to persist.

That makes the university’s claim to intellectual freedom considerably stranger. Academics can possess immense expertise within narrow domains while the organisation surrounding that expertise restricts what can become institutionally consequential. Status is accumulated by demonstrating competence according to distinctions the institution already recognises; careers depend upon publication, funding, networks, appointments and measurable impact; universities themselves compete for students, money, rankings, partnerships and prestige. Intellectual life is consequently embedded in competitive commercialism while simultaneously presenting itself as an independent tribunal of knowledge. None of this means academics know nothing. The problem is almost the opposite. Universities contain enormous concentrations of knowledge while organising its production through mechanisms that systematically favour what the institution can recognise, evaluate, finance and reproduce. The result can be an extraordinary combination of intellectual sophistication and institutional conformity: radical vocabularies circulating through systems of prestige, employment insecurity, managerial authority, competitive funding and credentialled hierarchy that remain remarkably resistant to radical examination of themselves.

That is why cybernetics matters here. A serious cybernetics of power cannot stop at asking whether the correct people are represented, whether technology is “responsible,” or whether another stakeholder has been invited into the room. It must examine the room. It must examine the institution that built it, the mechanisms deciding who enters it, the flows of money sustaining it, the distinctions through which expertise becomes legitimate, the feedback loops reproducing authority and the dependencies determining which forms of criticism remain professionally survivable. At some point reform becomes an inadequate description of what is required. If institutions devoted to independent inquiry systematically reproduce the competitive hierarchies, concentrations of power and selection pressures that they are supposedly capable of examining, then changing personnel, terminology or strategic priorities simply resets the same machinery. The institutional architecture itself has to be reconsidered: how knowledge is funded, how expertise is recognised, how careers are secured, how intellectual risk is protected and how power over inquiry is distributed. The ANU School of Cybernetics still contains the conceptual resources to conduct exactly this analysis. But the test of cybernetics is not whether it can provide institutions with a more sophisticated language for describing transformation. It is whether it can recursively apply its analysis to the systems employing the cyberneticians. Otherwise cybernetics becomes another professional language through which institutional power describes itself as enlightened while continuing, with exquisite efficiency, to reproduce itself.
