Populism: All the World’s a Feedback Loop

Technocratic complexity and populist caricature are parts of the same feedback loop. Each produces the conditions that sustain the other.

Technocratic complexity and populist simplification recursively generate one another.

Most language is not invented at the moment of use. People draw upon the kinds of things said and done in situations resembling the one in which they find themselves. A politician facing accusation reaches for the language of resolve, denial or counterattack. An official reaches for process. An expert supplies qualification. A commentator discovers that civilisation may end shortly after the next commercial break. The words vary, but the positions are familiar. Situations make some expressions more probable than others, and people generally speak from within the possibilities their situational context affords.

This is the basic economy of social intelligence. No one could reconstruct language, etiquette, identity and practical judgement whenever somebody entered a room. Living systems coordinate by recognising recurrent differences and responding through patterns established in previous interactions. A role condenses that history into a repertoire of likely actions and expected responses.

A role is not a false identity placed over a real person. It is a recurrent relational position. Parent and child, expert and novice, leader and follower, provocateur and offended opponent exist through organised differences between them. Each position makes the others intelligible. People can sincerely mean every word; sincerity often helps the structure work.

The important inversion is that people do not merely select language appropriate to situations. They also reproduce situations appropriate to the language. A communicative pattern persists because people continue to create the roles, behaviours, expectations and environments through which it remains intelligible. Parliamentary language requires people to behave sufficiently like parliamentarians. Bureaucratic language requires procedures, categories, offices and distinctions. Platform discourse requires statements that can be posted, ranked, repeated, opposed and measured. We accommodate ourselves to the forms through which communication can continue.

Language, in this sense, does not simply pass through people. Persistent forms of communication select for conditions favourable to their own reproduction. This does not require language to possess intentions or agency of its own. It requires only differential persistence: forms that successfully elicit the behaviours, roles and responses necessary for their continuation are more likely to recur. People reproduce language, while language helps organise the people and situations through which it is reproduced.

The minimal logic is straightforward. Let S(t) be the present situation, R(t) the role occupied by a participant, H(t) the history of previous interaction, and a(t) the next communicative act. The probability of what somebody says or does next depends partly upon the situation, their role and what has already happened:

P(a(t) | S(t), R(t), H(t))

In ordinary language: situations constrain possibilities. A minister, doctor, parent, defendant or television presenter does not have an unlimited range of equally probable responses. Some actions make sense within the position; others do not.

But an action does not merely occur inside a situation. It changes the situation. What somebody says, how others respond and the medium through which the interaction occurs all contribute to what becomes possible next:

Here U(t) is the uptake of other participants and M(t) is the medium through which the interaction occurs. The notation is less important than the loop:

situation → probable action → response → changed situation → new probabilities

A familiar accusation elicits a familiar denial. The denial confirms that an accusation is under dispute. Journalists report the conflict. Audiences take recognisable sides. The next accusation then arrives in a field better prepared to receive it. People respond to situations by performing probable roles, and those performances reproduce the situations that make the roles probable.

The medium is part of this recursion. A parliamentary chamber, dinner table, television interview and social platform organise different fields of possible interaction. They determine who can speak, how quickly communication moves, what can be transmitted, what kinds of response are available and which responses become visible or consequential. But adaptation runs in both directions. People learn what fits through a channel and increasingly produce what fits through it. Persistent communication therefore reorganises behaviour around the conditions of its transmission. Eventually the distinction between adapting a message to a medium and adapting oneself to the medium becomes difficult to maintain.

This is also what it means for a statement to travel. A statement travels when it can occupy a recognisable relational position across changing situations and help reconstruct the roles, audiences and responses that make it meaningful. Roles persist because statements enact them; statements persist because roles keep generating situations in which they become probable. Transmission and situational reproduction are the same recursive process extended across people, contexts and time. The script reconstructs the stage, and the stage reorganises the actors into forms capable of performing the script.

Entropy gives this structure a more precise description. Suppose many different responses are equally plausible. It is difficult to predict what happens next. Suppose instead that one or two responses are overwhelmingly likely. The uncertainty is much lower. Shannon entropy provides a mathematical measure of this uncertainty:

H = −Σ pᵢ log(pᵢ)

The equation matters here for a simple reason: the more evenly probability is distributed among possible responses, the greater the uncertainty; the more strongly probability is concentrated around a few responses, the lower the uncertainty. A well-established social role does exactly this. It narrows the actions that appear appropriate, intelligible or available.

This reduction of uncertainty is indispensable. The doctor does not negotiate the meaning of a consultation from nothing, and parliament does not invent its procedure each morning. Every conversation would become impossible if participants had to establish the meaning of language, identity, intention and appropriate behaviour before saying hello. Recurrent constraint reduces the work of coordination. Social organisation depends upon it.

The same economy also produces stupidity, cruelty and spectacle with impressive reliability. Once a role has become recognisable, performing it generates the responses that keep it alive. The political provocateur requires outrage; the outraged opponent requires a provocateur; the commentator requires conflict; the platform requires activity. Opposition does not necessarily stand outside the performance. It frequently completes it. Every participant receives another occasion to say the kinds of things people in that position say, and everybody hits their mark.

News and political media make the structure unusually visible. A camera, an interviewer and an established controversy do not simply record an independent opinion. They assemble a limited repertoire of positions. The insurgent attacks. The minister reassures. The expert complicates. The presenter demands a direct answer to a question whose conditions make direct answers ridiculous. What looks spontaneous is commonly a role selected by the format. The statements remain consequential, but their apparent authors are not their sole origin.

Technological media intensify this process because they measure and reward the production of further communicative activity. Short, volatile and emotionally definite performances generate predictable uptake. They are easy to recognise, repeat, oppose, excerpt and recombine. Every outrage becomes a pulse; every factional slogan becomes a tag; every nominal adversary becomes another coordinate in the map of attention.

The technical significance of this is easy to miss. Contemporary systems encounter social activity through measurable differences: clicks, views, shares, comments, polling movements, search frequencies, demographic correlations, sentiment classifications, network relationships and changes in the rate or distribution of activity. These measurements are abstractions, but they are operationally real. They become inputs to recommendation systems, editorial decisions, political campaigns, administrative responses, market research and further measurement. A communicative event therefore does not merely produce meaning. It produces differences that other systems can detect and act upon.

Volatile communication is exceptionally productive of such differences. Outrage produces response; response produces activity; activity produces data; data becomes evidence of significance; significance attracts attention; attention generates further transmission. A simple communicative sequence can consequently become a technical feedback loop:

utterance → difference → attention → measurement → significance → amplification → interpretation → further utterance

The important point is that significance is no longer exclusively semantic. Something can become significant because a technical system detects a change, because journalists observe that change, because political actors respond to the journalists, because audiences respond to the political actors, and because those responses produce further measurable change. A sign becomes consequential partly because other systems have registered it as consequential. Measurement does not merely describe significance after the event. Under these conditions it participates in producing it.

This joins processes often treated separately. Information theory describes uncertainty and detectable difference. Semiotics concerns the organisation and interpretation of signs. Memetic accounts concern differential replication. Media systems organise transmission and amplification. Statistical and computational systems convert activity into measurable variables. Cybernetic feedback returns the consequences of those measurements to the processes that produced them. These are not identical descriptions, but they can operate simultaneously within the same recursive process.

People consequently learn to produce themselves in forms these systems can recognise. Political identity becomes a collection of legible positions. Social affiliation becomes measurable interaction. Complex arguments become statements capable of surviving extraction from their contexts. Conflict becomes engagement. The technology does not need to instruct anyone to behave this way. Forms of communication that fit its architecture propagate more readily, and participants adapt to the conditions under which they receive attention and response.

What appears socially as confusion can therefore appear computationally as structure. What appears politically as fragmentation appears technically as segmentation. What appears morally as degradation appears commercially as yield. The medium does not merely distribute an existing social world. Repeated use helps reorganise that world into forms increasingly compatible with the medium.

Rising populism belongs directly to this organisation. Technocratically administered societies produce real complexity: specialised institutions, remote procedures, regulatory languages, delayed decisions, datasets, classifications, measurements and chains of authority that few people can see in full. The technocratic role responds to this complexity through expertise, abstraction, qualification and process. Its language is often accurate within the institution while remaining almost unusable outside it. The system explains itself in forms that demonstrate precisely how far it has moved from ordinary experience.

Populist simplification supplies the complementary role. It converts institutional opacity into concealed intention, delay into betrayal, complexity into incompetence and disagreement into disloyalty. In informational terms, this is an aggressive reduction of uncertainty. A field containing many institutions, causes, constraints and competing explanations is compressed into a small repertoire of actors, motives and conflicts. Complexity becomes betrayal; administration becomes conspiracy; disagreement becomes allegiance. A difficult field becomes easier to interpret because fewer explanations and responses need to be considered.

The simplification also produces unusually strong signals. Clear enemies, repeated slogans, moral polarisation and emotionally definite claims generate difference, response and measurable volatility. The very complexity of the technical system makes these simplified performances unusually legible to it. They generate precisely the kinds of differences that polling, analytics, recommendation systems, media organisations and political institutions are constructed to detect.

This creates another feedback loop. A simplified claim generates attention. Attention becomes measurable. Measurement establishes apparent significance. Apparent significance produces coverage, analysis and institutional response. Those responses increase the visibility of the original claim and provide new material for its reproduction. The populist can then point to the scale of the response as evidence that the conflict was significant all along. Semantic significance, technical measurement and political significance begin recursively producing one another.

Its success therefore does not depend upon explaining the system. It depends upon producing a scene in which the populist becomes the plain-speaking representative of “the people” and institutional complexity becomes evidence of an evasive elite. The technocrat answers with more procedure, qualification, measurement and correction. The populist presents that answer as further proof. Each performs the role that makes the other necessary.

This is why technocratic complexity and populist simplification recursively generate one another. Administrative systems respond to disorder by increasing procedure, measurement and control. Their growing opacity creates stronger conditions for simplified antagonism. Populist movements respond to complexity by reducing an uncertain field to a smaller and more predictable repertoire of explanations, identities and enemies. Those simplifications generate salient differences that technical systems detect, measure and amplify. The resulting instability then gives institutions further reasons to expand administration, surveillance, analysis and technical management.

One side produces complexity while attempting to manage uncertainty; the other reduces uncertainty by simplifying complexity. Yet the simplification also produces the data through which complexity expands. More volatility produces more measurement. More measurement produces more categories, analysis and intervention. More intervention produces greater institutional complexity. Greater complexity strengthens the appeal of simplification. The coupled system can therefore generate increasing administrative complexity and increasing communicative simplicity at the same time.

Neither side needs to understand the whole process. Nobody needs to design it. Participants need only continue doing the kinds of things appropriate to their positions. Politicians speak, audiences react, journalists report, platforms measure, algorithms rank, analysts analyse, institutions respond, and each response changes the field from which the next response will be selected. The system reconstructs the conditions of its own continuation through the ordinary activity of its participants.

“All the world’s a stage” is more than a metaphor. The stage is built from performances, while performances are selected from the roles the stage makes available. There is no external author with a completed script. Actors, roles, scripts, audiences, signs, measurements, media and situations recursively organise one another. We make the communicative world that makes our communication probable.

This locates agency within the process rather than outside it. Choice occurs in a probability landscape shaped by history, role, medium and expectation, and every choice modifies that landscape. Agency is the capacity to vary, refuse or reorganise roles from within. Repeating an expected line strengthens the relations that made it likely. A genuine difference changes not only the sentence but the responses, identities and future situations organised around it.

The practical consequence is severe. Correcting a statement while preserving the performance that generated it often reinforces the role. Giving the provocateur the expected enemy, attention, measurement and stage is not necessarily an interruption of the system. It may be another episode. Meaningful change requires alteration of the relational conditions: the timing, incentives, formats, audiences, measurements, media and available responses through which the role reproduces itself.

We do not merely use language appropriate to the situations in which we find ourselves. We continually produce situations, roles and behaviours appropriate to the forms of communication through which those situations persist. Communication selects what can readily be said, but persistent communication also helps select what people repeatedly do. The world is not theatre because it is unreal. It is theatre because recurrent performance is one of the principal ways a social world becomes real.
