Thales, absorbed in contemplating the stars, was said to have fallen into a well while a Thracian servant girl laughed at the philosopher who could describe the heavens but not see what lay at his feet. There is an old and persistent astronomical tradition, reaching back to antiquity, that stars might actually be seen more clearly in daylight from the bottom of a deep well or shaft because surrounding glare is excluded.
Modern experiments have largely failed to confirm it, but the image is almost too good to lose: the well is not only what the philosopher fails to see, but also the imagined instrument through which the heavens might become visible. Centuries later, Wilde gave us the reverse image: all of us in the gutter, but some still looking at the stars. Taken together, the lesson is not to choose between the stars and the well, but to recognise that each frame changes what the other allows us to see.
Institutions face exactly the same problem, although the problem is deeper than simple inattention. To observe anything is to make distinctions, and every distinction brings some relations into resolution while allowing others to recede. The stars become visible partly because the well disappears from the operative frame, while the well itself may appear to promise a cleaner view by excluding everything around it. This is not necessarily a failure of observation. It is one of its conditions. Every aperture gains resolution by narrowing relation.
An institution can become extraordinarily sophisticated in describing the great systems of technology, culture, power and society while remaining strangely inattentive to the hierarchy, incentives, dependencies and conflicts immediately underfoot. The constructive challenge is not to stop looking at the stars, nor to imagine that everything can be seen at once. It is to understand that the ground beneath us belongs to the same system, and that every way of seeing generates characteristic ways of not seeing.
This is where the institution underfoot becomes more than an institutional problem. Concentrated authority, recursive bureaucracy, defensive adaptation, status competition and structures organised around their own continuation recur throughout the organisational world. We encounter these dynamics subjectively, through frustration, exclusion, conflict, exhaustion or simply bad vibes, but the experience is not separate from the structure.
Nor are mathematics and logic somewhere else, safely contained on a whiteboard as explanations of what happens afterwards. Relations, constraints, recurrence, delay and distributions of possibility are part of what the experience is. Formal description and lived experience are different articulations of the same organisation. This does not reduce subjectivity to mathematics. It recognises that feeling, behaviour, communication and formal structure participate in the same relational dynamics.
An institution devoted to understanding complex systems has an unusual opportunity. It can become more than another institution studying problems from inside the structures that generate them. Feedback, multiple perspectives and making invisible relations visible become considerably more powerful when the institution doing the observing is included in the observation. The point is not to conduct an institutional autopsy. It is to ask what kind of organisation could actually learn from the dynamics it exists to understand.
This matters particularly for cybernetics because the field has never belonged to a single scale or disciplinary territory. Its history legitimately includes anthropology, culture and the study of meaning, just as it includes engineering, mathematics, biology, cognition, communication and control. The important question is how these different inheritances remain in productive relation without any one of them becoming mistaken for the horizon of the field itself.
Every institution is an experiment in form and function. A university embodies propositions about how people should be organised, how authority and resources should be distributed, how competence should be recognised and who gets to decide. New disciplines, unusual methods, different people and creative spaces can change what happens inside while leaving this deeper architecture untouched. If authority, legitimacy, employment, funding and recognition still flow through the same structures, novelty is shaped by those structures. The experiment changes the occupants while reproducing the room.
Cybernetics gives us much of the machinery required to understand what happens next. The deeper task is to identify what persists across apparently different domains. Communication, culture, technology, cognition and institutions all involve feedback, constraint, selection, dependency, adaptation, delay and recurrence. They also depend upon difference. Communication requires neither perfect identity nor absolute separation between participants, states or perspectives. If everything were already perfectly shared, there would be nothing to communicate; if the separation were complete, communication could not occur.
Language inhabits this interval. A word works because it is not identical with what it refers to, and meaning remains possible because relations can persist across that non-identity without abolishing it. Ambiguity and underdetermination are consequently not merely defects introduced into an otherwise perfect communicative system. Some incompleteness belongs to the relational architecture that makes communication, reference and interpretation possible in the first place.
Logic encounters a related difficulty. Reasoning requires distinctions: this and not-this, premise and consequence, inclusion and exclusion. Yet those distinctions also organise what becomes available for further distinction. Once observation becomes reflexive, the conditions through which a system describes the world become part of the problem it is attempting to describe.
Incompleteness does not automatically produce intelligence or growth. A broken relation may simply remain broken. Difference becomes generative when sufficient coupling persists for discrepancy to register and subsequent organisation to change. Inquiry, communication, learning and adaptation are different ways of organising around relations that cannot simply be made identical.
These are not merely analogous patterns appearing independently in different places. They are ways relational organisation becomes expressed across different spaces of experience and description. A system of systems is not simply a larger pile of systems. The object of analysis becomes the organisation of relations through which different processes shape, constrain and reproduce one another.
Communication at scale cannot be contained within culture, technology, policy or any other convenient disciplinary frame. It reaches into infrastructure, economics, institutions, ecology, conflict, geopolitics and collective futures because information, dependency, constraint and action propagate through all of them. Complete closure would remove the differences through which observation, communication and reorganisation occur. The problem is not how to eliminate every blind spot, but how a system discovers the consequences of what its current organisation does not allow it to see.
An institution is not separate from the social, political, technological and economic systems surrounding it. Recruitment, funding, promotion, reputation and employment connect it to that larger field. People entering positions of power inherit information channels, expectations, dependencies and incentives that predate them, and adapt to the position just as everyone else adapts to the institution around them.
This is why replacing people in positions of authority is not the same as changing the structure. Better, smarter, kinder or more representative occupants may improve many things, but if the seat retains the same relations, dependencies and powers, changing its occupant also reproduces the seat. Personnel change is not structural change.
The same recursion appears in institutional proxies. Qualifications stand for competence, publications for scholarship, grants for research success and managerial positions for organisational ability. Once these proxies regulate access to resources and authority, people adapt to them. The organisation selects participants while participants reproduce the organisation. Eventually, the organisation becomes one of its own principal products.
This is the difference between novelty and transformation. Feedback is not synonymous with improvement. Consultation can absorb disagreement without allowing disagreement to change anything. Reflection can become ritual, critique can become content, and diversity can increase while integration declines. Friction that produces neither learning nor useful reorganisation becomes waste: time, attention, trust, energy and human capacity dissipated through recurrent dissonance. An institution can look different, speak a new vocabulary and populate old structures with new people while remaining dynamically continuous with what came before.
The practical test is simple, even if the underlying problem is not. Can feedback modify the structures determining which feedback matters? Can someone with little institutional power identify a problem that changes the behaviour of people with considerably more? Can an institution discover that its hierarchy, funding, identity or reputation is generating undesirable consequences and actually change the structures involved?
Multiple perspectives and creative tensions matter because they give an organisation access to differences that no single position can contain. The objective is not an impossible view from nowhere. It is enough recursive movement between perspectives that the consequences of one frame become visible from another.
This is not peculiar to universities. That is the point. Competitive pressures, status structures, insecurity, bureaucracy, technological mediation and political conflict do not stop at institutional boundaries. Institutions absorb patterns from their environment and contribute them back. What appears internally as bad atmosphere, ritualised friction or defensive behaviour may be a local expression of much larger dynamics.
There is also a subtler institutional tendency here. Large questions are difficult to delimit, coordinate and sustain, while narrower fields of action offer clearer boundaries and more manageable objects of concern. That narrowing is often necessary and useful. The difficulty arises when practical tractability gradually becomes intellectual horizon, and an institution becomes better adapted to the problems it can readily organise around than to the larger problems its discipline is capable of illuminating. No particular institution is unique in this respect. It is a recurrent consequence of organisation itself.
This produces the more useful inversion. An institution may discover that it suffers from many of the same problems as the world it is trying to understand. Its difficulty addressing them is not an exception to the theory. It is an instance of the theory. Status, dependency, identity, selection and defensive adaptation recur across scales because the institution is part of the larger system, shaped by that field while helping to reproduce it.
The constructive response is to make organisational form part of the research. Do not merely ask who should occupy positions of authority. Ask why those positions have the powers, dependencies and information channels that they do. Do not merely increase participation. Ask which differences can actually modify future organisation.
Map where decisions propagate, where feedback terminates, where useful variety becomes wasteful friction and where local incentives defeat collective intelligence. Ask where authority could be distributed, temporary, contestable or reorganised. The institution becomes a laboratory precisely because it is continuous with the world around it.
That is where a different future becomes possible. An institution capable of recognising itself as an instance of the problems it studies can use itself to investigate the patterns connecting communication, culture, technology, cognition, organisation and power across scale. That scale matters. Cybernetics is unusually well placed to connect local sociotechnical and cultural questions with planetary systems of communication, finance, infrastructure, computation, ecology, military power and political authority as those systems become ever more tightly coupled.
The consequential question is larger: how can complex civilisation persist without reproducing the inequalities, dependencies, concentrations of power and systemic fragilities that threaten its continuity? Sustainable continuity means more than keeping machinery running or institutions alive. It means preserving the conditions under which a fair, plural and adaptive civilisation remains possible, globally and planetarily, and perhaps eventually beyond the planet. Questions of viable persistence, regulation, communication, adaptation and control are already cybernetic material.
The dissonance, frustration and waste occurring inside an organisation are not merely noise to be managed away. They are the organisation being encountered from within. Formal structure, institutional behaviour and subjective experience are different ways the same relational organisation becomes available to us.
The local institution is valuable precisely because the civilisational problem is too large to inspect whole. At a tractable scale, the same questions become tangible: what persists, what is selected, whose costs are externalised, where feedback terminates, how power accumulates and whether a system can alter the structures through which it reproduces itself.
It can then prototype not merely new ideas, but new relations of authority, feedback, competence, responsibility and collective intelligence, and observe what those arrangements actually do. The goal is not a better collection of people sitting in inherited seats. It is to discover which seats are necessary, which relations make them powerful, which dynamics they reproduce and what becomes possible when the structure itself is allowed to learn.
The hardest structure for any system to investigate is the structure through which it conducts the investigation, because that structure also makes the investigation possible. This difficulty is not peripheral to cybernetics. It is the problem in concentrated form.
The well cannot finally be removed from the landscape because something will always remain outside the current frame. Nor is the well merely an obstacle. A constraint may sharpen one view even as it excludes another, and the ancient belief that a shaft could reveal daylight stars captures the idea perfectly, even if the optics do not cooperate. What matters is whether a system can discover both what its aperture reveals and what it has made disappear.
There is little value in playing the laughing servant girl, but neither should an institution devoted to understanding complex systems become a spectator to its own confusion. The task is not to stop looking at the stars. Sometimes it is simply to notice the well that is always and already at your own feet, and to understand both why looking elsewhere made it difficult to see and why, from another angle, the well itself seemed to promise a clearer view of the sky.
